  17. <p>    Visitors to the Grand Canyon have long complained that smog
  18. is ruining the view. A National Park Service study tracked
  19. winter weather patterns and the sources of the haze. The main
  20. culprit: Arizona's Navajo Generating Station, an electrical
  21. plant 80 miles away. The plant, burning 24,000 tons of coal
  22. daily and releasing an estimated 12 to 13 tons of sulfur dioxide
  23. from its smokestacks every hour, was found responsible for about
  24. half the Grand Canyon's pollution.
  25. </p>
  26. <p>    Last week the Environmental Protection Agency recommended
  27. that up to $1 billion in pollution controls be installed at the
  28. station. But the Federal Bureau of Reclamation owns a 24%
  29. interest in Navajo and would have to contribute to the cleanup.
  30. Faced with an interagency imbroglio, Interior Secretary Manuel
  31. Lujan responded in classic fashion by ordering up yet another
  32. study, thus casting further haze over the future of Grand
  33. Canyon.
